The science of high reliability gives managers and lawmakers a lens through which to view efforts to regulate the management of risk during times of significant disruption. This course is designed to better equip regulators to anticipate the unexpected and justly respond to the needs of their constituents by applying the science of reliability. In matters of governance, we will develop an understanding of how unknown and poorly understood risks affect the regulatory process. In terms of policy and politics, we will achieve heightened awareness and capability to partner in new ways in order to protect the public. And as for research and evidence, we will apply the science of reliability to the regulatory process and move from compliance-based regulation to risk and value-based regulation.
- Understand the science of reliability (perceptions and management of risk to achieve consistent and sustainable performance) and apply the science to the reliability of systems, humans and organizations.
- Examine the impact of seven external factors that are influencing the reliability of regulatory and organizational performance and outcomes and apply them to a contemporary regulatory issue.
- Examine human thinking, behavior and choices (cognitive tendencies and biases) and describe how they can undermine the effectiveness of well-designed systems.
- Examine organizational culture and its influence on behaviors. Understand how culture and system design influence outcomes and apply this knowledge to address a regulatory issue using reliability science.
- Utilize the science of high reliability to evaluate a current public safety risk and develop strategies to mitigate the risk.
- Identify ways to partner with regulatory and nonregulatory agencies to address external factors impacting nursing and the public’s health utilizing reliability science.
